Biography
Todd is a husband to wife Terri and father to 3 children: Hunter, Theron, and Georgie. He is a native to the Eastern-Central Michigan area. He received his Bachelor of Science Degree in Business Administration from Central Michigan University in 1989, majoring in accounting and minoring in business, math and computer science.
He was appointed the City Clerk / Finance Director for the City of Fremont in May 1996 and promoted to City Manager / Finance Director in October 2012. He previously served for 6 years as the City Clerk / Treasurer for the City of Ithaca, Gratiot County Michigan. He received his Certified Municipal Clerk (CMC) status in January 2001, Master Clerk (MMC) status in March 2011, Certified Municipal Finance Administrator (CMFA) status in August 2001, and State of Michigan Accredited Election Inspector status in 2003. He was elected 2003 Clerk of the Year by the Michigan Rural Water Association and 2010 City Clerk of the Year by the Michigan Municipal Clerk’s Association.
Professionally, he served as a Board Director for the Michigan Association of Municipal Clerks for 8 years, serving as its President in 2009 - 2010. He served as Chairman to the Fremont Area Parks and Recreation Committee for 8 years and chaired the Newaygo County Clerks Association for over 10 years.
Civically, he currently serves as chairman on the Fremont Community Recreation Authority Board, treasurer on the Spectrum Health Gerber Memorial Board of Directors, boardmember of the Fremont-Yahaba Friendship City Program and has served on Fremont Public Schools Citizen Strategic Bond Planning Committee, President of a Fremont Wrestling Club, Fremont Junior Packers Football program board, Newaygo County Council for the Arts Board of Directors and as mentor to elementary youth through the ”Helping One Student to Succeed” (HOSTS) program. He is also an alumni of the Leadership In Newaygo County (LINC) leadership program.
