City Manager Duties
Our City Manager’s duties include:

  • Overseeing the operations of the City’s departments and activities
    • Initiating studies and monitoring of operations to ensure quality services are provided in an efficient and timely manner
  • Recommending policies and programs to the City Council
    • Providing information to the Council to aid in its deliberations
    • Implementing policies set forth by the Council
  • Supervising the development of budget forecasts
    • Assisting the Finance Officer with preparation of the annual budget
    • Ensuring the proper administration of the budget
  • Promoting economic development of the City through business recruitment and retention, marketing, incentive package development and City/business negotiations
    • Serving as an advisor to the Downtown Development Authority and Local Development Finance Authority
    • Serving as a permanent Board member of Economic Development Corporation and National Baby Food Festival
  • Representing the City at meetings and conferences
    • Negotiating contracts and agreements on behalf of the City
    • Presenting the official City position on issues related to finances and operations
  • Responding to complaints related to City policies and services and recommendation of remedial action as required
  • Supervising all City employees, either directly or through department heads
    • Participating in employee selection, evaluation, recognition, discipline and discharge
    • Recommending organization of City departments and personnel
    • Developing and enforcing personnel policies
  • Advising and assisting administrative staff and department heads in resolving difficult operational problems
  • Coordinating City operations with those of other governmental agencies
  • Assisting with the development of capital improvement programs
    • Monitoring capital needs and determining appropriate financing mechanisms for larger purchases and projects
  • Serving as the City’s legislative coordinator
    • Staying current of proposed changes in legislation that may impact the City
    • Communicating the City’s needs to State and Federal elected officials
  • Performing related work as required by City Council or operational needs
